This Week's Happenings...Week #2

With the second week now in the books & the bills are still rolling off the press at the speed of light.  The good news is ...we're rapidly approaching the first deadline in the legislative process for policy bills on February 7th, followed by fiscal cutoff occurring on February 10th.  Once we're past the two deadlines, bills will progress from the Rules Committee and advance to the floor for action.  I’m amazed yet not surprised as to how legislators are treating third house folks (lobbyist) and others. i.e. with the 2019 law that relates to public discloser conditions/limitations.  At the moment, we cannot “work the doors” with the intent of sending real and precise messages to specific legislators to come out of the Senate/House chambers and talk with us on bills.  Furthermore, we remain very limited as to connecting with our friends in the legislators as the LA (Leg Assistant) are the holy gatekeepers.  This makes it much harder to “Educate” for the WSFFA.

WSFFA Priority Legislation Update-ESB 5829/SHB 1912 Volunteer FF Pension Contributions

ESB 5829 is soon in queue for floor action; the floor striker is being prepared by the Code Reviser for bill sponsor Senator Mullet’s offering on the floor.  The House bill is currently in Approps where the bill will be amended to mirror the Senate bill.

 

HB 2450 Concerning license fees for emergency medical services personnel under Title 77 RCW.  RE waving hunting & fishing license fees for EMT’s.  Supporting.

Bill Tracking Overview

We continue to monitor and remain on-call to testify on WFC/WFCA requests.  We remain sensitive to bills that concern the fire service however given the bandwidth Tammie and I have and we will continue to focus on our six overarching priorities:

  1. FIREFIGHTER SAFETY
    • Adequate, safe fire suppression, emergency medical & rescue equipment, apparatus and personal protective equipment.
    • Appropriate fire station accommodations.
    • Adherence to firefighter health and wellness standards, implementation of best practices for preventing firefighter cancer and other service related occupational diseases.
    • Adherence to basic fire ground safety standards.
  2. FIREFIGHTER TRAINING
    • Adequate and accessible basic Firefighter 1 level training to all volunteers.
    • Realistic and supported training opportunities to comply with industry standards.
  3. COMPENSATION – BENEFITS
    • Compensation for committed hours on declared State level-mobilization events.
    • Occupational Disease/Presumptive cancer coverage for all active qualified volunteer firefighters.
    • Promote and offer a cafeteria style of state and local level volunteer benefits.
    • Maintain appropriate volunteer pension benefit levels.
  1. VOLUNTEER RECRUITMENT AND RETENTION
    • Increased existing recruitment efforts and enhance statewide retention efforts.
  1. FIRE SEVICE FUNDING
    • Adequate funding levels allowing local jurisdictions to accomplish and deliver on their fire protection & life safety mission to the communities they serve.
    • Funding of Washington Fire Training Academy infrastructure improvements.
  1. COLLABORATION
  • Collaboration and partnerships with fire service members, affiliate agencies, organizations and policy makers.

By way of these priorities we continue to focus on bills that have a direct effect on your volunteers, and deflect our constituents that are desiring the WSFFA address new and emerging issues.  New issues that in nearly every case could be a nice idea but DOA and not worth of our limited efforts.
