Crossover Deadline This Week: Here & Gone

 

We're more than halfway through the 60-day regular session & the dust is settling after the mid-week crossover deadline that occurred on the 19th.  Bills that successfully crossed over to the opposite chamber will now be scheduled for hearings in policy &/or fiscal committees.

The next deadline for policy bills to advance from committee is 2/28, followed by fiscal cutoff on March 2nd, then final floor cutoff for bills in the opposite chamber to pass is March 6th at 5:00 PM.

After that, only bills necessary to implement budgets, amendments, & initiatives, are considered.  March 12th is Sine Die, the last day of regular session.  However, no bill is ever truly dead, since lawmakers can decide a bill is necessary to implement the budget and exempt from deadlines or use other parliamentary maneuvers to resurrect measures.

 

Good news… the revenue forecast showed state revenues will increase by about $606 million more than expected through the middle of the current two-year budget cycle that ends mid-2021, with total revenues topping out at about $52.3 billion. The state is projected to have about $4.1 billion in total reserves in that time frame.

 

Democratic budget writers said homelessness and housing, early learning and mental health will all benefit from the updated forecast. House and Senate Democrats plan to release their supplemental budget proposals Monday the 24th.   Monday & Tuesday fiscal committees will hold hearings on the proposed operating budgets, then take executive action, pass the bills onto Rules, and then to the floor.

 

WSFFA PRIORITY LEGISLATION UPDATE- The SSB 5829 Volunteer FF&RO Pension Contributions bill passed the Senate last week with a unanimous vote on the last day of cutoff on 2/19.  ( Looking inside shed through the window might appear that the bill has passed its milestones with ease.  Such has not been the case on this bill.  Without a whole lot of laborious communications, chance face-to-face meetings and elbow grease the bill would have not emerged from crossover – T.J. )

 

The bill has been referred to H. Approps where it will need to receive a public hearing and move out of committee by the next fiscal deadline on March 2nd.  The bill must successfully pass the House floor March 6th by 5:00 PM in order to proceed to the governor’s desk for final approval & signature.

 

(why the Immediately Action – i.e. calls and emails from the boots on the ground volunteers??  The situation is very serious.  Given the need to immediately tackle the budget, Leadership will tend to sidelined much of the pension bill’s attention, energy and forward movement. Hearing from constituents is our almighty weapon of choice.  Apt to be the difference in getting through the House.  )
